Patients and the local community are being encouraged to have their say on the future delivery of general medical services currently provided by New Quay Surgery’s GP Partners.

Hywel Dda University Health Board has launched an eight-week public engagement period to hear people’s views before a final decision is made. The engagement will remain open until Sunday 6 December 2026.

The engagement follows the decision by New Quay Surgery’s GP Partners to resign the practice’s General Medical Services (GMS) contract. The current contract will end on 31 March 2027, and the Health Board is considering how services will be provided after this date. New Quay Surgery remains open as normal in the meantime, and patients are being asked to remain registered with the practice.

A Vacant Practice Panel has considered a range of options for the future provision of services. Members of the Panel recommended that their preferred option is to undertake an urgent contract award through a procurement process to find and appoint a new provider of services from New Quay.

The Panel also agreed to consider the boundary areas of neighbouring GP practices. This will provide additional information should awarding a new contract not be possible and a managed dispersal of the patient list to other neighbouring practices needs to be considered as an alternative.

The option of the Health Board directly managing the practice was also considered but was not recommended at this stage because of the operational and financial risks associated with securing appropriate staffing including GPs to deliver safe and sustainable services.

No final decision has been made, and the Health Board wants patients, communities and other stakeholders to understand the options and share their views before the next stage of the process.

The engagement period runs from Monday 12 October to Sunday 6 December 2026. The Health Board will write to all patients registered with New Quay Surgery with paper copies of a questionnaire.

People can also share their views by:

  • Completing the online questionnaire below
  • Emailing: ask.hdd@wales.nhs.uk
  • Completing the paper questionnaire and returning it to the collection box at New Quay Surgery
  • Calling the Health Board’s Communications Hub on 0300 303 8322 (option 5)
  • Sharing feedback with Llais at West Wales | LLAIS

The Health Board will also hold a public drop-in engagement event, where people can meet representatives, ask questions and provide feedback.

  • Date: Wednesday 11 November 2026
  • Time: 2pm – 7pm (drop in at any time)
  • Venue: New Quay Memorial Hall, Towyn Road, New Quay, Ceredigion, SA45 9QQ.

An online event will also be held on Tuesday 17 November at 6.30pm. Please email hyweldda.engagement@wales.nhs.uk to receive a link to the online event.

A paper is expected to be presented to the Health Board early next year setting out the outcomes of the engagement and procurement process and, where appropriate, alternative options for consideration.

  • These questions ask about possible future arrangements for GP services at New Quay Surgery after the end of March 2027. Following the decision by the current GP contractor to hand back their General Medical Services contract, the Health Board held an advisory Panel, called a Vacant Practice Panel, to consider the options for the future of services currently provided from New Quay Surgery.

The Panel considered three possible options. Its current preferred option and recommendation is to find a new independent contractor, which is a GP or organisation that would run the surgery under an agreement with the Health Board, and would continue providing GP services from New Quay Surgery after the end of March 2027.

The Health Board is also gathering views on the other options discussed, including patients being transferred to other nearby GP practices by the Health Board, or New Quay Surgery becoming a Health Board managed practice.

No decision has been made. Your feedback will help the Health Board understand what matters most to patients, carers and the wider community, and what the impact of each option could be.
