People across Carmarthenshire, Ceredigion and Pembrokeshire are being invited to share their views on community pharmacy services to help shape how they are delivered in the future.

Since October 2021, health boards in Wales have been required by Welsh Government publish a Pharmaceutical Needs Assessment (PNA). This assessment explains which pharmacy services already have, any that are missing, and what services may be needed in the future to meet the needs of local communities.

The assessment must be updated every five years and helps inform decisions about how services are developed and improved.

Hywel Dda University Health Board has prepared an updated draft PNA. This draft is supported by recent engagement with community pharmacy contractors and members of the public that took place in February this year. The health board is now inviting feedback on the draft before publishing a final version later in October 2026.

The survey opens on 18 May 2026 and closes on 17 July 2026. You can get involved by:

  • The NHS (Pharmaceutical Services) Regulations 2020 came into force on 1st October 2020 and included a requirement for health boards to produce a Pharmaceutical Needs Assessment (PNA).  This will be the second PNA published by Welsh Health Boards in accordance with the Regulations which require that a PNA must be undertaken at least every 5 years (or sooner if a Health Board identifies changes to the need for pharmaceutical services which are of a significant extent). 

    Hywel Dda UHB published the first PNA on 1st October 2020 to assess whether pharmacy services provided within its area meet the pharmaceutical needs of the population in Carmarthenshire, Ceredigion and Pembrokeshire. The PNA helps the Health Board to manage and make decisions on requests for new pharmacies, relocation of existing pharmacies and the range of services needed. 

    Please note that the PNA focuses on community pharmacy services, or what you may refer to as “Chemists”.   

    The Health Board would like your comments on the draft PNA and is undertaking a public consultation from the 18th May 2026 to 17th July 2026.
