Cynhaliwyd yr ymgynghoriad cyhoeddus ar gyfer y Cynllun Gwasanaethau Clinigol dros 13 wythnos, o ddydd Iau 29 Mai i ddydd Sul 31 Awst 2025. Yn ystod y cyfnod hwn, gwahoddwyd aelodau'r cyhoedd, staff BIP Hywel Dda, sefydliadau partner, a rhanddeiliaid eraill i roi adborth ar newidiadau arfaethedig ar draws naw gwasanaeth gofal iechyd clinigol: Gofal Critigol, Dermatoleg, Llawfeddygaeth Gyffredinol Frys, Endosgopi, Offthalmoleg, Orthopedig, Radioleg, Strôc, ac Wroleg.

Rydym wedi ymrwymo i wneud ein ymgynhoriadau cyhoeddus yn deg, ystyrlon ac yn hygyrch i bawb ac yn cael eu harwain gan Egwyddorion Gynnig. Mae’r tri egwyddor cyntaf yn siapio sut rydym yn dylunio ac yn cyflwyno’r ymgynghoriad ac mae’r bedwaredd i gyd yn ymwneud â sicrhau bod yr adborth rydym yn ei dderbyn yn cael ei ystyried yn gydwybodol wrth wneud penderfyniadau. Gelwir hyn yn ystyriaeth gydwybodol.

Fel rhan o'r broses ystyriaeth gydwybodol' , rydym yn eich gwahodd i adolygu'r adborth a gasglwyd yn ystod yr ymgynghoriad, a grynhoir yn yr adroddiad drafft a gynhyrchwyd gan Opinion Research Services (ORS). Penodwyd ORS i gynghori ar rai agweddau ar y rhaglen ymgynghori a'u rheoli'n annibynnol, ac i gynhyrchu adroddiad terfynol ar ganfyddiadau'r ymgynghoriad.

Adolygwch y canfyddiadau a gyflwynir yn Adroddiad Ymgynghori Cynllun Gwasanaethau Clinigol DRAFFT. Bydd eich adborth yn cefnogi datblygiad y 'Cynllun Hysbysu', a fydd yn cael ei ystyried gan y Bwrdd fel rhan o'r broses Ystyriaeth Gydwybodol i lywio gwneud penderfyniadau.

Rhennir yr adroddiad drafft hwn i'w adolygu yn unig ac ni fydd yn cael ei gyhoeddi tan fis Chwefror 2026. Gofynnwn yn garedig i chi beidio â'i rannu ymhellach tan y cyhoeddiad ffurfiol.

Rydym hefyd yn rhannu gyda chi'r syniadau amgen a dderbyniwyd gennym yn ystod yr ymgynghoriad, a basiodd asesiad meini prawf rhwystrau. Mae'r rhain bellach wedi'u datblygu ymhellach a byddant yn cael eu hystyried ochr yn ochr â'r opsiynau hynny a gynhwyswyd yn yr ymgynghoriad. The public consultation for the Clinical Services Plan took place over 13 weeks, from Thursday 29 May to Sunday 31 August 2025. During this time, members of the public, Hywel Dda UHB staff, partner organisations, and other stakeholders were invited to provide feedback on proposed changes across nine clinical healthcare services: Critical Care, Dermatology, Emergency General Surgery, Endoscopy, Ophthalmology, Orthopaedics, Radiology, Stroke, and Urology.

We’re committed to making our public consultations fair, meaningful, and accessible for everyone and are guided by the Gunning Principles. The first three principles shape how we design and deliver the consultation and the fourth is all about ensuring that the feedback we receive is conscientiously taken into account when decisions are made. We call this conscientious consideration.

As part of the conscientious consideration process, we invite you to review the feedback collected during the consultation, summarised in the draft report produced by Opinion Research Services (ORS). ORS were appointed to advise on and independently manage some aspects of the consultation programme, and to produce a final report on the consultation findings.

Please review the findings presented in the DRAFT Clinical Services Plan Consultation Report. Your feedback will support the development of the ‘Informing Plan’, which will be considered by the Board as part of the Conscientious Consideration process to inform decision making.

This draft report is shared for review only and will not be published until February 2026. We kindly ask that you do not share it further until formal publication.

We are also sharing with you the alternative ideas that we received during the consultation, that passed hurdle criteria assessment. These have now been further developed and will be considered alongside those options included in the consultation. If you have any comments on the alternative options, you can share your views within the survey.
